Why JSABuilder Partners with Safety Unlimited

Since 2008, JSABuilder has helped safety professionals across the United States create, manage, and collaborate on Job Safety Analysis worksheets. One thing we have learned in that time is that documentation and training are two sides of the same coin. A well-written JSA identifies hazards and prescribes controls, but those controls only work when every worker on the job has the knowledge and certification to carry them out.

That is why we partnered with Safety Unlimited, a California-based training provider that has been delivering accredited OSHA and environmental safety courses since 1993. Their catalog of more than 210 online courses covers exactly the training gaps that surface during hazard analysis: HAZWOPER certification, OSHA Outreach, DOT hazmat handling, and dozens of chemical-specific and emergency response programs.

The relationship is straightforward. JSABuilder users routinely identify training requirements while building their JSAs. Safety Unlimited provides the courses that satisfy those requirements. We recommend them because we trust their curriculum, their accreditations check out, and their pricing is fair.

Why OSHA Training Matters for Workplace Safety

Workplace safety training is not optional, and it is not a formality. The Bureau of Labor Statistics recorded 5,283 fatal work injuries in 2023. OSHA estimates that effective safety and health programs, including worker training, can reduce injuries and illnesses by 20 to 40 percent. The math alone justifies the investment, but the regulations make it mandatory.

Under 29 CFR 1926 (Construction) and 29 CFR 1910 (General Industry), employers are required to provide safety training that is appropriate to the hazards their workers face. This includes OSHA Outreach training for general hazard awareness, HAZWOPER certification for workers handling hazardous materials, and task-specific training for activities like confined space entry, fall protection, and electrical work.

The consequences of non-compliance are tangible. OSHA penalties for serious violations can exceed $16,000 per instance, and willful violations can reach $163,000 or more. Beyond fines, inadequate training exposes employers to increased workers' compensation claims, project shutdowns, and personal liability. For contractors working on federal or large commercial projects, proof of current OSHA training is often a prerequisite for site access.

Accredited online training has made compliance more accessible. Workers can complete OSHA 10-Hour, 30-Hour, and HAZWOPER courses on their own schedule without leaving the jobsite for days at a time. The resulting certifications and DOL cards carry the same weight as classroom training. For organizations managing dozens or hundreds of employees across multiple job sites, online delivery eliminates the logistical nightmare of scheduling in-person sessions.

About Safety Unlimited

Safety Unlimited, Inc. has operated from Simi Valley, California since 1993, making them one of the longest-running online safety training providers in the country. Over three decades, they have built a catalog of more than 210 online courses spanning OSHA compliance, DOT regulations, EPA requirements, hazardous materials handling, EMS/medical education, and human resources topics. Courses are available in both online and classroom formats, with select offerings available in Spanish.

Pricing is also a strength. Safety Unlimited's course fees are consistently below industry averages across their OSHA and HAZWOPER catalog. For organizations with volume training needs, they offer corporate accounts with additional pricing flexibility.

What sets Safety Unlimited apart from many online training mills is the depth of their accreditations. They hold active credentials from IACET (International Accreditors for Continuing Education and Training), CAPCE (Commission on Accreditation for Pre-Hospital Continuing Education), the American Heart Association, and the American Red Cross. They are EPA authorized, licensed by the California Bureau for Private Postsecondary Education, and have maintained BBB accreditation since 2004. These are not self-reported claims. Each of these bodies conducts independent audits of course content, instructor qualifications, and organizational practices. You can verify Safety Unlimited's three decades of safety training expertise and current accreditation status directly.

OSHA 40-Hour HAZWOPER Training

The online 40-Hour HAZWOPER training course is Safety Unlimited's flagship program and one of the most widely recognized HAZWOPER courses available online. Required under 29 CFR 1910.120(e) for workers at uncontrolled hazardous waste sites, TSD (treatment, storage, and disposal) facilities, and emergency response operations involving hazardous substances.

The full HAZWOPER catalog includes 14 course variants: the comprehensive 40-Hour initial certification, 32-Hour and 24-Hour courses for workers with limited site exposure, a 16-Hour upgrade course for workers transitioning to higher-exposure roles, the annual 8-Hour Refresher required to maintain certification, and supervisor-level courses. Bundle packages are available for organizations that need to certify multiple workers across different HAZWOPER levels.

OSHA 10-Hour and 30-Hour Outreach

Safety Unlimited provides OSHA 10-Hour and 30-Hour certification courses for both Construction and General Industry. The 10-Hour course is designed for entry-level workers and covers fundamental topics including hazard recognition, fall protection, electrical safety, PPE, and workers' rights under OSHA. The 30-Hour course expands on these topics for supervisors and safety personnel, adding in-depth modules on safety management, ergonomics, industrial hygiene, and regulatory compliance.

Upon completion, students receive a U.S. Department of Labor (DOL) wallet card, the nationally recognized proof of OSHA Outreach training. A digital certificate of completion is available immediately, with the physical DOL card arriving within 6 to 8 weeks.

DOT Hazmat and Chemical-Specific Training

Beyond core OSHA programs, Safety Unlimited offers 29 DOT hazardous materials transportation courses covering 49 CFR compliance, hazmat shipping and receiving, security awareness, and modal-specific requirements for highway, air, rail, and vessel transport.

Their chemical-specific catalog includes 29 courses addressing individual substances: benzene awareness, crystalline silica exposure, hydrogen sulfide (H2S) safety, asbestos awareness, lead in construction, and others. These courses align with OSHA's substance-specific standards and are directly relevant to the chemical hazards that surface during job safety analysis. Safety Unlimited's full catalog of 210+ online safety courses covers additional topics including USACE EM 385-1-1 compliance, OSHA Hazmat Emergency Response (22 courses), and CAPCE-accredited EMS/medical education programs.

How Job Safety Analysis and OSHA Training Work Together

If you have spent any time building JSAs in JSABuilder, you have seen how often hazard analysis points directly to a training requirement. A confined space entry JSA identifies atmospheric hazards and prescribes controls. Those controls only work if the workers have current confined space training. A hot work JSA calls out fire watch procedures. Those procedures require trained fire watch personnel. The pattern repeats across virtually every high-hazard task: the JSA identifies what needs to happen, and training ensures workers know how to make it happen.

This is not a theoretical connection. OSHA's own Job Hazard Analysis guidance (OSHA Publication 3071) explicitly states that one outcome of the JHA process should be identifying training needs. When a step in the analysis reveals that a worker lacks the knowledge or certification to perform a control measure safely, the corrective action is training.

The relationship works in the other direction, too. Workers who have completed OSHA Outreach or HAZWOPER training produce better job safety analyses. They recognize hazards that untrained workers miss. They understand the regulatory basis for control measures. They know the difference between an engineering control and an administrative control, and they can evaluate which is appropriate for a given situation. Trained workers write JSAs that actually protect people, rather than JSAs that merely check a compliance box.

For organizations using JSABuilder to manage their safety documentation, building a direct pipeline between hazard analysis and training completion closes the loop. When a JSA for a new task reveals that three workers need HAZWOPER refresher training before they can perform the work, the next step should be straightforward: enroll them in the 8-Hour Refresher course, get them certified, and document the completion in the JSA record. Safety Unlimited's online delivery model makes that turnaround possible in days rather than weeks.

Certifications and Accreditations

Training is only as credible as the organization delivering it. Safety Unlimited holds the following active accreditations and authorizations:

IACET Accredited Provider #5660170-2 CAPCE Accredited American Heart Association Training Center American Red Cross Licensed Provider EPA Authorized California BPPE Licensed BBB Accredited (since 2004)

IACET accreditation is particularly significant. The International Accreditors for Continuing Education and Training evaluate providers against a rigorous standard that covers instructional design, learning outcomes assessment, and organizational accountability. IACET-accredited providers issue Continuing Education Units (CEUs) that are recognized by licensing boards and professional organizations across the country. Not all online training providers carry this accreditation, and it is worth verifying when choosing a training partner.

BBB accreditation since 2004 speaks to business practices and customer satisfaction over a sustained period. The California BPPE license confirms that Safety Unlimited meets the state's standards for private postsecondary education, including curriculum review and student outcome reporting.

Frequently Asked Questions

Is online OSHA training accepted by employers?

Yes. Online OSHA Outreach training is accepted nationwide. Courses provided by OSHA-authorized online providers result in the same official DOL completion card as in-person classes. Most employers, contractors, and government agencies recognize online OSHA 10-Hour and 30-Hour training as meeting their site access and compliance requirements.

How long does the OSHA 10-Hour course take to complete?

The OSHA 10-Hour Outreach course requires a minimum of 10 hours of instruction as mandated by OSHA. Online formats allow you to work at your own pace, logging in and out as needed, but you must complete at least 10 hours of coursework before receiving your completion certificate and DOL card.

Do I get an official DOL card after completing online OSHA training?

Yes. Upon completing an OSHA 10-Hour or 30-Hour Outreach course through an authorized provider, you receive an official U.S. Department of Labor (DOL) wallet card. A digital completion certificate is typically available immediately, with the physical DOL card arriving by mail within 6 to 8 weeks.

What is the difference between OSHA 10-Hour and 30-Hour training?

The OSHA 10-Hour course covers fundamental workplace safety topics and is designed for entry-level workers and front-line employees. The OSHA 30-Hour course provides more in-depth instruction on a broader range of hazards and is intended for supervisors, foremen, safety directors, and workers with safety responsibilities. Both are available in Construction and General Industry versions.

What is HAZWOPER training and who needs it?

HAZWOPER (Hazardous Waste Operations and Emergency Response) training is required under OSHA standard 29 CFR 1910.120 for workers involved in hazardous waste cleanup, treatment, storage, disposal, emergency response, and certain corrective actions at RCRA-regulated facilities. The 40-Hour course is required for workers at uncontrolled hazardous waste sites, while 24-Hour and 8-Hour Refresher variants apply to workers with less direct exposure or those maintaining their certification annually.
